Building an infrastructure partnership in Kirklees

Voluntary Action Kirklees

Design and facilitation of a process to bring together infrastructure organisations and formalise a partnership that would be in a strong position to respond to commissioning opportunities within the district.


York North West Area Action Plan

City of York Council

Designing and delivering an engagement process to enable stakeholders, including local residents, to respond to issues and options identified in the draft Area Action Plan for this important site in York.


Net Gain – Development of Marine Conservation Zones

Joint Nature Conservation Committee

Icarus is working alongside our colleagues at BDOR (other engagement specialists) to support this exciting engagement  initiative. Net Gain is a government initiative established to work with all stakeholders to the North Sea in building consensus on the location, size and management of Marine Conservation Areas (sea areas where biodiversity will be protected).  This innovative two year process involves the design and facilitation of meaningful conversations between the fishing industry, conservationists, recreational sea users, oil, gas and renewable energy providers, coastal communities and local authorities to name but a few. latest news on the progress is available at www.netgainmcz.org


East Riding Stakeholder Engagement Process

Environment Agency

Icarus has been supporting the Environment Agency team responsible for developing the plans and strategies that will protect East Yorkshire from flooding. The Environment Agency needs to work with relevant communities and stakeholders in the region as it develops its strategic plans and plans the investment of millions of pounds over the coming years. Stakeholder Engagement plans have been developed with the team and ongoing support provided in designing and facilitating a series of stakeholder meetings in the area.


Carbon Reduction Strategy

Yorkshire Forward

Planning and facilitating the public involvement in a low carbon strategy for the Colne Valley, West Yorkshire.


Development of Marine Conservation Zones

Environment Agency

Design of multi stakeholder consensus building process to recommend new Marine Conservation Zones to government.


Masterplan consultation

Leeds City Council

Consultation on issues and options for a masterplan of the Elland Road area in Leeds, the findings of which informed the development of a Planning Statement.


Keele Travel Plan

Keele University

Design and facilitation of multi stakeholder dialogue process to develop travel-planning objectives for Keele University.

Establishment and process design for standing group to engage with the Environment Agency on strategic planning for flood risk.

Designing and delivering engagement processes

Central to our work is the design of processes that enable stakeholders to be engaged so that their opinions can inform the development of projects and plans. This can range from the design of one off events to complex multi issue and multi stakeholder processes that may run through multiple phases over many years. We prefer to undertake engagement planning with the client to build ownership of the process and to make sure that the design matches the desired outcomes.

A typical engagement plan will consider the context and background to the issue / project, the overall objectives and the reasons engagement is needed. Who must be engaged, their current positions and the level of engagement for different stakeholders will be assessed (from telling, through consultation and involving to deciding together). This analysis then informs a detailed action plan that sets out process phases, tasks, appropriate methods, who to engage, time scales and lead people / organisations.

Having designed a process Icarus is often engaged to manage and deliver the engagement work itself.



Feedback

On Participative evaluation... Icarus more than exceeded the brief given to them in every way. Their support for me as the project manager was invaluable. They developed an extremely helpful evaluation framework for what was a complex project and this proved to be a very powerful way of presenting the project's findings to senior decision makers in the Local Strategic Partnership.
